POSITION:                 Manager of Technical Services (Contract)

 

REPORTING TO:       Director of Technical Services

 

LOCATION:               Vancouver, B.C.

 

Responsibilities:

  • Establish and monitor a minimum standard of preventative maintenance, repair and operational record keeping for Retail properties in Eastern Canada

  • Ensure fire and life safety procedures and manuals are maintained in accordance with the company’s standards and core requirements,

  • Tender and co-ordinate the annual fire system certification and compile deficiency reports for presentation to the property managers and asset managers,

  • Tender and co-ordinate the HVAC inspection contracts for Retail properties.

  • Reviews and recommends maintenance contracts and improvements to mechanical systems,

  • Monitors tracking of energy consumption in each property,

  • Responsible for ensuring compliance with Occupational  Health and Safety, WHIMIS, and MSDS guidelines,

  • Responsible for the environmental inspections, compilations of reports as required in our various management agreements,

  • Assist in training of building operations staff  and for the day-to-day operations of the properties,

  • Prepare and maintain procedures for handling emergency calls,

  • Provide support  for the Operation Managers, Mobile Operators, and  Property Managers,

  • Provide technical expertise and support to the property managers for major projects undertaken in the properties including:

  • Fire Life Safety system upgrade and replacements

  • Preparation of the Five year capital plans

  • Building Automation system upgrade and replacements

  • Roof replacements

  • Electrical systems modifications

  • HVAC unit replacements and upgrades

  • Environmental reviews of properties.

  • Other projects as required by the Director, Technical Services,

  • Prepare tender documentation including recommendations of pre-qualified contractors, analysis of bids, monitoring of progress of work performed and advising the property manager on the current status of the project.

  • Due to the nature of the position, the Manager of Technical Services requires a broad base of skills, attributes and knowledge, which include but are not limited to:

  • Liaising with regulatory or civic authorities having jurisdiction over such areas as boilers and pressure vessels, elevating devices, workers compensation and occupational health and safety.

  • Providing technical or administrative advise or support to: supervised staff, external clients (including tenants, owners, consultants and vendors) and internal clients (leasing, property managers, accounting and other real estate operations staff)

  • Managing and supervising subordinate staff in accordance with corporate policies and applicable laws. Responsibilities include: interviewing, and training of employees, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving staffing problems.

  • Have an ongoing commitment to continuing education and expanding a knowledge base. Remain current and up to date with new industry practices, legislative changes and new technologies. May be required to participate in external or internal educational courses or seminars and have active interaction with trade associations or industry peers.

Qualifications:

  • Power Engineer Certificate, Trade Certificate, Seneca BES 1 & 2 or Certified Engineering Technician or Technologist

  • BOMI SMA/SMT

  • Minimum 5 -10 years related experience in all areas of building operations, including HVAC systems, heat pump systems, PLC, pneumatic, basic instrumentation and computer based preventative maintenance systems

  • Provincial Statutes and Municipal by laws

  • Strong relationship with industry peers or trade associations

  • Budgeting techniques, contract specification preparation, tendering and bid assessment

  • A valid driver’s license

  • Relationship Skills - Ability to communicate effectively and professionally, both oral and written; ability to develop and sustain cooperative working relationships with senior management, contractors, tenants and the public;

  • Organizational/Multi-Task Skills - Ability to allocate one's time effectively, work under pressure and manage tight deadlines; ability to handle multiple demands and competing priorities,  adapt to new ideas and constant changes

  • Computer Skills – Good knowledge of Microsoft Word, Excel and Outlook; knowledge of AutoCAD an asset
